Concept of EV Charging Stations Market Development in Ukraine

This Concept of the development of the market for electric vehicle (EV) charging stations – produced by the Better Regulation Delivery Office, with the support of the EU4Business FORBIZ project – is the direct outcome of the BRDO review of markets in ‘Energy Distribution’ and ‘Energy Efficiency for SMEs’, and the public consultation process supporting the review.

The analysis revealed barriers to the development of the market for electric cars that cannot be eliminated at the level of secondary laws. In order to systematise the market of electric charging stations (ECS) and integrate it with the electricity market, the BRDO has developed a Concept for development of the sector.

The Concept for the development of the market of electric charging stations provides for the following:

                   • Every 10th parking lot in large vehicle parking areas should be equipped with the ECS.

                   • Free ECS access for suppliers and consumers.

                   • The possibility to buy and sell electricity online.

The Better Regulation Delivery Office, together with the Ministry for Economic Development and Trade and the State Regulatory Service of Ukraine, with the support of the FORBIZ project, has launched the ProDialogue under the EU4Business initiative. It aims to involve all stakeholders in reviewing regulatory solutions and working out ways to address them. As a result, a series of Green Papers has been developed, which analyse the current state of market issues and potential ways to improve the regulatory environment. A further set of White Papers represents a consolidated product of the groundwork by the business community and expert environment in the form of practical recommendations and suggestions for the authorities in order to improve the regulatory framework.
