We are very pleased to invite you to the high-level launch of the OECD SME Policy Index: Eastern Partner Countries 2024 on 27 February at 10:00 (Yerevan time).

The crises of the last four years have thrown into sharp relief some of the longstanding structural vulnerabilities of the EaP economies, particularly the need to promote investment, entrepreneurship, and innovation. The OECD has been providing analytical support and policy advice on business development and digitalisation in the EaP countries since 2020.  The SME Policy Index is a benchmarking tool for analysing and tracking progress in the design and implementation of SME policies in comparison to EU and international good practices. This new edition tracks progress made since 2020 and offers insights on key achievements, as well as recommendations for the way forward. It notably benefits from an updated methodology that also offers a deeper analysis of policies to support the digital transformation of SMEs. This launch event will offer the opportunity to exchange on the regional findings, on Armenia’s performance in SME policies and policy priorities moving forward.

First country-level OECD-GIZ workshop: From recommendations to implementation

The high-level launch of the OECD SME Policy Index 2024 will be followed by the first country-level OECD-GIZ workshop on supporting SME digitalisation in Armenia, which will start at 11:30 (Yerevan time). This country-level meeting will discuss key challenges, reform priorities, and relevant policy instruments for SME digitalisation in Armenia, based on the recommendations from the OECD SME Policy Index 2024.

The project will particularly focus on capacity building for public stakeholders and on supporting the design of an action-oriented SME digitalisation roadmap for Armenia; providing guidance on how to develop such a document, and discussing concrete actions that could be considered. Through regional policy dialogue and sharing of good practices, the project further seeks to promote harmonized efforts and to foster the creation of an ecosystem and enabling environment for the digitalisation of SMEs, thereby contributing to the overall economic growth and development of the Eastern Partner countries.
